If you would like to change the Debian constitution, there is a process
for doing that. There is no special constitution changer who is
responsible for editing it. Someone who cares has to propose an amendment
that passes a GR with the required threshold.

The Debian constitution is a foundation document. We follow it until we
change it, and we follow our process for changing it. We don't make things
up on the fly.
