I'm not sure, but in $default$.junkmail I would have only one Weight test.
My guess is it is finding WEIGHT3 as WARN and acting on that test.

I only use WEIGHT10 in the $default$. The WEIGHT3 or WEIGHT15 are used for
indivual  user settings.
