How Do I block a IP but still accept emails from a domain being hosted there? I am getting allot of traffic from this domain and have not received any response back the the HOST admin.
That sounds a lot like the new IPNOTINMX test. That test will see if the domain of the return address has an MX record that points back to the IP that sent the E-mail. However, that can not be applied on a per-IP basis.

What you could do in this case is set up an IP blacklist, and then have a sender blacklist set up with the opposite weight. So E-mail from 192.0.2.168 would get a weight of 20 perhaps, but if it was also sent from @example.com, then it would get a weight of -20, cancelling out the weight from the IP address.
