We are not an ISP; as a private corporation, we define our usage policy and it is more strict than what you can, so we can block junkmail as well as spam. We try not to be censors, but spam and junkmail cost us real dollars in theft of service and loss of productivity.
We have the luxury of blocking FlowGo, ValOffers et al. The standard response is "that isn't related to our line of business, subscribe from your personal account if you want it". We are actually blocking very little based solely on IP, largely because of our well-earned lack of trust for the accuracy of ip4r services; we swallow most of it and then decide to DELETE stuff like ValOffers based on content, and then HOLD whatever the rest of our Declude rules accumulate above a given WEIGHT.
