No,  it's  *not*  legit!

Sure it is, SPF is NOT an RFC and if the email follows RFC then it is legit.

My  users  don't  have  the  right  to  have this restriction  completely  ignored,  though they may rightly dispute the resultant rejections.

If your users are employees, then you are correct.  If your users are customers, then you are wrong.  Paying customers have a right to expect services to conform to accepted RFCs.  SPF breaks multiple RFCs (974 and 2821 come immediately to mind).
