You can move issues between projects on the same instance, even with
the community edition.

The issue you link was closed a year ago after the merge. Release
8.6.0 of the community edition was released around the same time.

The latest 8.x release is 8.17.6, and the latest 9.x release is 9.1.6,
with 9.2.0 being in release candidate stretch.
