Bob,
I see what is your problem.
The list of running windows is done through Window List applet. There is 
another applet which might be useful for you.
Right click on the panel -> "Add to Panel..." and select "Window 
Selector" applet. This will add to your panel small button and if you 
will click on it you will find list of all running windows. At the same 
time you can remove Window List applet.
