Probably :) But a better person to give you the long answer would be Alan Coopersmith, who's posted about this issue before. AIUI, the current GNOME bits (and specifically, libxklavier) are just too Linux- oriented to be functional on Solaris, and we got a lot of complaints about it. Of course we don't want to lag behind here and would like to improve the GNOME bits (or write our own if we have to). I don't know what the current situation is on that front, though.
