Though for GNOME shell the review process may be shorter, but is is not an official release yet, hence spec file is the faster manner to allow developers to have a go at it on OpenSolaris.
For (1), you can search through the archive to find out how to build SFE. For (2), you just have to build and mess around with it for now.
