To me it is a balancing acts. I am not an ARC member, though I have gone 
through a number of ARC cases in the past. I have good experiences and 
poor experiences in the past. Poor experiences were more due to 
unfamiliarity with the processes and culture of the ARC, when I as 
submitter was questioned about certain design/interfaces may have stuck 
in a knot because we have no control over it, be it source code were 
taken from OOS or someone else have implemented it. There is always a 
way out to progress, ARC really won't try to stop something completely 
unless it is going to cause multiple breakages on many part of the 
system. Having a experienced ARC sponsor that you know how he works is 
really KEY.

On the good side of the rigor process, Solaris has been able to provide 
for ABI compatibility across many releases.  While ARC process is hard, 
having a bunch of experience engineers to review your work is really on 
the plus side. Of course, not all ARC has all experts for all areas. All 
ARC members are volunteers, they have other roles to play in their 
respective organization too. I can't comment on your specific case.
