For the desktop, ARC cases are generally gone through LSARC (Layered 
Software ARC). We have good ARC members represented here. Most (if not 
all) of the engineers have good exposure to ARC experiences because 
every engineers take turn to be part of the ARCing team every release of 
GNOME. We have been doing this since 2.10, so that is 10 releases of 
GNOME (with 3-4 engineers in the ARCing team), there are at least 30 
engineers have gone through that process. On top, each engineer also has 
their own component to go through.

Of course, what I observed also, there are very few people outside the 
US time zone got to become a full ARC members. (There are interns and 
full ARC). Any interested competent engineers can request to become an 
intern for as long the the full ARC member is willing to take him/her on 
board. To become a full ARC member though required the interns to 
support 3 Full ARC review with the full arc member. That is actually a 
non-trivial tasks and given the time zone differences, it is big 
commitment to make it happen.

I don't know of the particular ARC case you mentioned. However, I may 
suggest is that if the particular component is desktop related. One can 
send around an e-mail here asking for some one who are familiar to the 
desktop technologies to see if they are willing to sponsor the case in 
the future. I know some of us are passionate about ARCing ;), /me
