Thanks, I was able to set login screen background preferences using Key 
documentation from gconf-editor for /desktop/gnome/background for 
*picture_options* key.

pfexec gconftool-2 --direct --config-source 
xml:readwrite:/var/lib/gdm/.gconf.mandatory -t string -s 
/desktop/gnome/background/picture_options wallpaper

"*wallpaper*" value produces tiled result which is good for dual screen 
configuration (the name is confusing though, it makes more sense to call 
it "tiled", comparing to other values like "centered", "scaled" etc.). 
It's probably good to add a sample to gdm manpage with setting some 
custom wallpaper for login screen with display option like tiled 
("wallpaper"), "stretched", "centered" etc. and refer to gconf-editor or 
wherever needed for further information. Other options like opacity are 
less used probably.
