So it seems pretty safe to move all of the mentioned devices to
legacy-config.sh as most of them already have hardware limitations, even if
they are maintained.

The only exception is that flo should be supported on L because it is
Nexus, but that depends on someone else doing the work. It's no longer
available to purchase so I cannot do this myself. Actually I guess Nexus 4
should be on L too, it is currently on KK.

Storage restrictions can usually be overcome with some nice hacks. I know
many CyanogenMod developers for old Android devices use the data partition
as /system because it is bigger, then make the use of an SD card mandatory.
