Judging by the map visualization, I would hazard a guess that someone might have located and uploaded something similar to the USA's FCC's Antenna Structure Registration but for Poland's equivalent. There are three things I noticed from a quickish glance at the map: the points you noticed do tend to follow more major roads, there is some clustering at cross roads, and none fall outside the borders of Poland. That last is what makes me doubt the possibility of just a very erroneous GPS reading.
