Coincidentally, installing Storable also fixed the empty
page problem I was having with reg_system.cgi.

Ok, the manage thing has been fixed (by adding %RACESETTINGS to "use vars
qw" in OpenSRS.conf), but Storage.pm is a third party module that has to be
installed. We have to update our documents, this just slipped through our
process cracks.
