I suggest you do not save the CGI's as UTF-8, they will run as is. Also,
only base.html needs the UTF-8 Content-Type header, which is already
present.
Please let me know the following information, and try to run this CGI "as
is" before attempting modifications - it will help us trouble shoot and
better assist you :)
