Here's what I got from the dev guys:

Why are they talking about saving files in utf8. There are no files needed
for
the client.
We tested all the languages and this hould work. Questions are:
    -What OS are they using.
    - How are they entering the chars.
    - Did they set the USE_RACE to 1
    - What Browser are they using

Everyone should be responding with this information if they're having RACE
problems :)
