For Japanese characters in *.cgi description readable / vieable, we need to
save *.cgi files as UTF-8. We translate many part of description in *.cgi
files in Japanese. In case that we save not UTF-8 format but original
format, all of Japanese description is illegible because *.html files are
UTF-8 format.
We can now read and view Japanese characters owing to UTF-8 format all of
*.cgi and *.html files.
