Is any one else having a problem with Network Solutions denying transfers
that were properly approved by the customer (us in this case)?

Domain name registered at Network Solutions is not expired,
we place a manual transfer request,
we process the approval notification,
after two weeks or so we get notification that the transfer was denied
because the customer never authorized it.

In some cases we can not renew the domain name at Network Solutions because
they say they are no longer the registrar, yet OpenSRS is not the registrar
either.

Is this (another) Network Solutions problem? Has anyone else experienced
this?
