This is a "Known Issue (tm)" (thank you Frank), and is something we're
working to resolve via ICANN, and hopefully with some *cough* cooperation
from NSI. If you have all the details of the following transaction
(NSI auth request, the response to them, and their subsequent denial) send
them to [EMAIL PROTECTED], were we are collecting information to
assist in our cause.
BTW - this has been 'discussed' on discuss-list a few times ;)
