Rate limiting is one thing, but purposely suppressing contractually required data is another thing. godaddy is in breach of their contract (registrar accredidation agreement) with ICANN and they could care less, except when ICANN comes knocking they supply all required elements... (i.e. http://reports.internic.net/cgi/rpt_whois/rpt.cgi)
