ICANN does have a complaint form on their web site. If enough people complain then, perhaps something will get done.

But I think the most effective action might be for everyone to post messages on there web sites, perhaps your home page, about the "current difficulties involved with transfering domains away from Versign". The shame, customer fear, and forum discussions (ie people would start comparing notes and know there really is a problem) created by such a public act would cause Verisign to get attention they do not want ...... Thus I predict they would at least temporarily fix the problem.

I just had a problem with a transfer - a client tried to transfer a
domain from NetworkSolutions for 4th time with the same result - he
confirms the e-mail from our system, then after a week he gets an
e-mail from NSI that the transfer is canceled because he didn't
confirmed their e-mail confirmation. But the client claims he never
receives an e-mail confirmation from them just the info e-mail that
the transfer is canceled. Blah, what to do in such a case?
