The old WHOIS is not used for the new WHOIS data -- it comes from the information the user enters on the transfer signup form.
So they already do retype their entire registration record when transferring it.
In fact I have had some bad transfer experiances when the whois was parsed incorrectly.
When you've transfered large blocks of domains as I have done in the past, you tend to prefer the "import whois" method of transfer as all of my domains do not have the same settings ...... And retyping all the stuff is a nightmare ....
