Necko has had a general policy of not allowing mochitests within the /netwerk tree, so any cookie, etc tests that need browser functionality (i.e. more than xpcshell) live elsewhere. It's really mostly a nervous tic at this point, left over from when we had the priority of making our network libraries a browser-independent module that other projects could take up (few have, and we officially Don't CareĀ® as of a few years ago).
