I don't think they have ulterior motives for EOT itself: they've said
repeatedly that they'd be fine with another format that solves the
same problems. But they are very interested in having a *cross-platform*
embeddable font format that is supported by all browsers, and they're
unwilling to implement raw TTF themselves linking due to legal concerns.
