Not sure what you mean with the "bug ...." part.  CSS2.0 is largely irrelevant 
for layout nowadays.  A UA implementing it wouldn't be compatible enough with 
the web to be usable.

Perhaps they feel that with enough of a first-mover advantage they can force 
the 
spec to basically document what they implement.  Perhaps something else 
entirely.  You'll have to ask them, really.
