IANAL, but IMO it is very risky to distribute a free software DRM
implementation because of harsh para-copyright laws (eg DMCA).

Some free software licenses, like GPLv3, try to mitigate the
additional risk to software freedom posed by these laws by disclaiming
any DRM aspects so that such laws can't be applied.

Was IE5 the first one with CSS2 support? And does CSS2 predate it?
