Perhaps it doesn't belong anywhere in the ASF and should just be
Open Sourced through other means.  The problem is that the subproject
is "HTTP Server", and there are lots of nice things that don't really
fit with that project, but in a more general 'web' project, which
would include clients/servers/libs.
