<just my personal view>
I vaguely recall we had this disussion a year ago ... My preference (but that's
just me as a marketeer), is to use the "usefulness for the user" as the driving
criterium. Said more harshly: the list is _not_ a marketing reward in kind for
the developers; the list is a support instrument for the users of relevant
suppliers of OO.o related service. Even if they did not contribute a single byte
of code or translation, but they deliver good service (gratis of for
money), they
could be liste. Maybe the criterium "core developer" could be an attribute,
but that is already harder to define.
