@cmoh, I think what @splatch is saying is that while mvn has been told to
use a different maven repo via the -Dmaven.repo.local param, karaf hasn't been
informed of the same while running tests (with paxexam) and therefore will try
to resolve artifacts from the default local maven repo.
Let me try to find the incantation for that. Hopefully @splatch knows it by
heart and will beat me to it.
