I agree with Francis. I think it is preferable to focus first on Avatica
1.26.0, and afterwards releasing Calcite 1.39.0 (which shall include an
upgrade to said Avatica version).

BTW, according to previous threads [1], the next release managers should be:
- 1.39.0 Stamatis Zampetakis
- 1.40.0 Hongyu Guo
- 1.41.0 Jing Zhang

@Stamatis, are you still available to be the next release manager for
1.39.0?
