I tend to agree, labs are just sandboxes for ASF committers, there's no notion of community in there. I'm not saying labs.apache.org is a bad thing, but as soon as a lab starts building a community it should get out of there, like happened with http://incubator.apache.org/projects/amber.html -Bertrand
