Would it be helpful to document both of the supported workflows?  We kind
of have this documentation in place under "Development Paths" section in
the Overview, but I think we could edit this section to make it more clear
that there really are two different development paths, and both are okay
and supported. We could include pros and cons of each and link to the
appropriate documentation (which is mostly written already, under "The
Command-line Interface" and the various "{Platform} Command-line Tools"
guides.)  If there are no objections I can add this into Jira and start
working on it.
