1. I'm not sure if I got Claude correctly, but 
[https://github.com/apache/openmeetings/blob/master/src/license/asf-license.txt]
seems to lack the correct appendix from
[https://www.apache.org/licenses/LICENSE-2.0.txt]
, that contains:

2. Are the pdf-files in your file tree real PDFs as Tika should be able to
