{{https://www.apache.org/licenses/LICENSE-2.0.txt}} has line breaks in it :)))
i.e. the file has
{code}
Apache License
Version 2.0, January 2004
{code}
while rat-plugin expecting {{Apache License Version 2.0}}
I'm OK to keep this file in exclusions :)))
