We want to try and include all we can but there some logistics issues that 
might get in the way:
- We don’t have a list of all contributors or an email alias we can use to send 
something to all of them
- Working out that list of email addresses would be hard and require harvesting 
emails from mailing lists and names /emails from PRs / GitHub and/or merging 
100’s of email list subscriptions. I think this would take some time and be a 
lot of effort to get right
- I think there would be privacy issues in sending unsolicited email to that 
group
- Some of those people are no longer involved in the ASF

Given one of the question is how long you have been in role X at teh ASF we can 
still compare to teh last survey by matching those who say they are a committer.

I think what we could do (with a careful review of what is going to be sent 
out):
- Send a link to the survey to all committers asking them to optionally fill it 
in
- Send a link to the survey to all PMC / PPMC private list (an alias exists for 
this), asking them politely to pass it on to their dev and users lists to fill 
out. The dev and user list are were contributors are likely to interact with 
the ASF but would only catch current involved contributors. Some / (most?) PMCs 
may not pass this on.

!00% agree but we need to work with what we have and take care we don’t send 
out unsolicited email. If you need I can point you to situations in the past 
where 3rd parties have sent out surveys (unrelated to D&I) that have been 
considered unsolicited and the backlash was severe.
