So what is between the US and Europe that would produce these symptoms? A bad proxy, general network problem, et cetera. Since we do not experience the problem in North America some more troubleshooting is required at your end. The error you receive would help, a traceroute to the server might shed some light on the problem. Try using wget to download the file it error output might help.
The problem must be very localised then, because I'm in France, and those links work for me fine, and as Uwe has said, he's in Hamburg and they work too.
