I think that Karaf being part of Felix has been constructive for both
projects, and has certainly exposed Karaf to a wider community (moving out
of ServiceMix).  I do hope that some Felix committers will want to come
along as well if Karaf goes TLP, and that the community at large will follow
the project wherever it may be.

I have always hoped that Karaf could go TLP at some point, and I actually
think that it will be easier to expand the community and encourage community
participation with a more focused project.  I think that developers
interested in Karaf aren't always interested in the building blocks, and the
scope of all the Felix subprojects can be daunting for those wanting to get
involved only with Karaf.  I think there are quite a few out there in this
category based on the feedback I have received.  Expanding and opening up
the Karaf community would be a big boost to the project, and I think being a
TLP will help make that possible.
