So looking at restoring the method and adding a deprecation to ByteBufferUtils (HBASE-22504), I discovered HBASE-22044. This class is getting a short-circuit deprecation cycle, so we only need to restore the method to branch-2 and branch-2.3. Our API compatibility tool didn't flag this at all!
