First of all, are they really CJK specific issues?
We should regard these issues as not CJK specific problems but L10N
ones. The other languages must have the same issues on the default
settings. You should get other developers in other countries involved.

I think the ideal solution for them is to construct a framework that
allows every language package to have different settings. Approching
with template is very good because OOo already has the default
template system and its not a Writer specific feature.

(The Japanese default font name can't be expressed in ASCII
characters...)

In the past, we are struggled for the default font settings. Now, on
Windows platform, the default font settings are suitable.

On Linux platform, some users complain that the settings are not
correct. However, the available Japanese fonts vary according to Linux
distribution. This problem should be solved by Linux
distributors because they have own OpenOffice.org packages.

I've heard that other Japanese contributors are approaching this
problem now as a Japanese specific issue.

Additionaly, Akiyama, one of a great contributor, pointed out the list
of forbidden characters should be revised according to the normal
Japanese writings.

I've never heard complaint about those default settings.

Anyway, the default language of this mailing list is Japanese. Some
other members don't understand our discussion in English. If you want
to discuss this problem, please post your ideas to other suitable
mailing list (l10n?) or file a new issue on IssueTracker and then tell
us the start of disucssion on this mailing list. Announcing in English
on this mailing list is welcomed.
