Ok, I've spun up https://github.com/jruby/joda-timezones but I have also emailed the joda-time folks to see if they'd be interested in doing the publishing. As I see it, this is timezone data compiled for joda-time, and it would be better for them to push it to maven. If it doesn't work out, we can certainly push it ourselves. Or there may be other concerns, like different compiled format over time. But we'll see.
