Yes and no. For some languages respectively their script types and writing systems much more implementation work would have to be done than just adding some locale data. Of course locale data can be added to OOo if not yet present in CLDR, currently there are a few, for example Basque 'eu' or the artificial Esperanto 'eo' and Interlingua 'ia'. Strictly speaking these are not locales, so maybe they will never make it into CLDR. On the other hand, OOo data could be also the initial data for CLDR on the next import round, maybe also for Common if accepted and not just as platform data.
