I tried running po2oo (Translate Toolkit) on the helpcontent2 directory, using the whole en_US.sdf file as the template, but the process complained that it couldn't find the template for any of the files.
Are you sure you are using the en-US template that came with the same milestone PO files come from? Why don't you upgrade the whole PO files from Pavel's m199 PO compilation, translate a few more strings that have been added meanwhile, put helpcontent2 directory and all the other GUI directories in one place and convert them back to SDF with po2.oo?
