I re-merged the files from m199 POT, using pomigrate2 [1], then ran po2oo again to convert back to .sdf format.

That worked. I have a 12MB output file, and AFAI can tell, everything is in it. The only odd thing is that this file still doesn't space out the strings:

Is it OK to submit a GSI file with no blank lines between strings?

If so, I can update my uploaded file, and my issue.

[1] I had to specify "bash" when running it: "bash pomigrate2 ...": is that expected? It's not in the docs.
