As Charles's suggestion, it'd be great to organize an localization team
inside Ukrainian community. Once people who have interests in
translation get together, you can discuss how to participate in translation.

Ukrainian community at

Not sure if (s)he is still active, however it'd be worthwhile to try to
contact him/her.

I've reread http://wiki.services.openoffice.org/wiki/Pootle_User_Guide
once again but it doesn't describe way for adding new Language to the
list of all languages at www.sunvirtuallab.com:32300.
I believed, that someone from site maintainer will add Ukranian
language
to the list of all languages and then I can import and update
translation. Am I wrong?

What you read is about a tool (Pootle), which is not the only way of
localizing OpenOffice.org .
I suggest you type something like localization in the wiki or check
out the NLC category: http://wiki.services.openoffice.org/wiki/NLC
