Hi Frank,
only those modules you builded can produce vietnamese resource files. If
you build 3 modules only the office will remain English. Only a full
build containing all l10n related modules can produce a full localized
office.
As you only want to test a helpcontent2 issue just ignore the missing UI
and test the localized helpcontent.
