The instset seems to indicate that the help files are vi.

I have never seen such a message. It looks like we won't be able
to integrate this CWS into 3.0 I have confirmation from pl, but
no response for hu, and vi seems to be broken somehow.
I installed Polish installation set on top of my own build (from
DEV300_m18 with CWS tl55 integrated for testing new Grammar Check API),
and I had basis-link and ure-link files set correctly (strangely enough,
it didn't remove any files, just added new ones).
Maybe this is the problem - ure-link and basis-link files need to be
created additionally. On the other hand, OOo won't start without them,
so it's really strange to see such a message...
I recommend using FileMon (SysInternals tool) on Windows platforms to
check what file is not found by soffice, this helps to solve path
problems, such as this one...
