I would add three columns in the second table of downloads/category:
a) percentage or color representation of percentage localized (UI, help),
b) test status (non-tested, not-tested-enough, errors, no-QA-team etc.) and
c) other comments (like: without thesaurus etc.),
so that users know why this package might not be "supported & tested"
and decide if they want to try it or not. This can be done very
graphically (at least first two comments) so it does not look too
bulky and technical.

So the help file now contains this link :
http://wiki.services.openoffice.org/wiki/Download_OpenOffice.org_LanguagePacks
which has a link to the l10n/languages page, not sure this is very useful for users and a link to the tested packs per platform. Instead of this, may be we should draw the table suggested by Martin and add it on this page http://download.openoffice.org/langpack.html

The purpose of QA is a different topic. Whether your version should be tested or not is your responsibility only as said Mechtilde. We have found several issues making those tests, not related to wrong strings but with extension integration, or with installation for example. But at the end, this is you who decide what you want to deliver to your users.
