Or what are you expecting? A reply from the PMC chair to every mail on the list? That makes somebody being labeled as "active within the community". Sorry, but I will not expect that from a PMC chair.

I can say, the PMC chair must use his hat only when needed. It is more or less a tradition in the ASF, people prefer to not use his assigned hats as most as posible. Hence, using the hats also depends on the community needs. And if such case appears, it is often discussed first on the PMC list. People votes and then the PMC chair shows up representing the PMC.

BTW, when somebody becomes elected PMC chair it is a recognition from his peers.

agreed. These kind of emails often don't help much, but as said I think
these emails are useful to sparkle other discussion such as for instance:

"What does the Apache Lenya community stand for"

"Roles, responsibilities and duties within the Apache Lenya community"

etc.
