+1.

In all previous releases we were leaving the -dev in the common-build.xml, it's 
simply now -SNAPSHOT. Whenever somebody compiles the code himself, there might 
be changes in it so the reproduced JAR files are not identical to the released 
ones.

This was the same for all releases before (at least since 2.9.0 where we had 
the discussion, too).
